Well it looks like we've got the Special Traits all nailed down so it's time for the Actions.
How about starting with Multiattack and its components.
Say:
Multiattack. The efreeti firelord makes three attacks using any combination of fiery falchion, flaming punch, or hurl flame.
Fiery Falchion. Melee Weapon Attack: +13 to hit, reach 10 ft., one target. Hit: 20 (3d8 + 7) slashing damage plus 9 (2d8) fire damage.
Flaming Punch. Melee Weapon Attack: +13 to hit, range 10 ft., one target. Hit: 14 (2d6 + 7) bludgeoning damage plus 9 (2d8) fire damage and the target catches fire; until someone takes an action to douse the fire, the target takes 5 (1d10) fire damage at the start of each of its turns.
Hurl Flame. Ranged Spell Attack: +13 to hit, range ### ft., one target. Hit: # (#d#) fire damage.
A regular efreeti hurls fire up to 120 feet for 5d6 damage, which is 87.5% of its scimitar damage.
Our boy has a 29½ average damage with the falchion, which suggests about 25 or 26 damage by hurling (29.5 × 0.875 = 25.8125).
If we use six-siders like a standard efreet, the closest we can get is 7d6 (average 24½ or 1.3125 too low).
That works for me. If I remember the original flavour text for noble efreeti correctly they enjoy getting up close and personal in combat so their default ranged attack needn't be that overwhelming.
