Just to zoom in om this, of course it is not the only possible option: in fact nobody else had thought to try it for the entire 50 year hiatory of the game. In retrospect, not doing so was a mistake for each prior DMG, because this is a stroke of genius.

which is not what would be needed for teaching worldbuilding, but is needed to showcase GH as a setting to use
It does both: shows a feature-complete minimal Setting, after several chapters describing how to do it piece by piece. A DM can use it ad a template for building a Setting, or use it, or remix it. It's a tool, amd a great one for the DMG.

ultimately it is a matter of preferences / priorities as the page count is limited.

If you have the space, go for it. If you need to decide what to cut to fit in all of GH, then that very much depends on what gets left behind.

Personally I could do with a shorter example setting if I got monster building guidelines instead. If these show up in the MM, that is moot. Others might want more alternative rules or more fleshed out travel / exploration rules, and so forth. As long as space is a consideration there is not one correct answer for everyone
