Oh yeah, don't get me wrong, I like campaign creation guides. I just question whether such a book reaches the level of essential-ness to make it qualify as a fourth core book.
If you build it, they will come.

And anyway, I don't see that it matters all that much whether or not a supplement is considered a "core" book.

Steathily imply? He literally is stating that a DM can buy a setting if they want one... which would in turn mean buying another book as opposed to having everything you need in the 3 corebooks. Not steathily implying anything we haven't been discussing over the past few thread pages.
Oh, ok. I don't see a problem buying another book if it has what you want.

I mean, PF seems to do it in three, but arguably you only need two to play.

Core, Bestiary, Gamemastery.

apparently it is essential enough to have to be squeezed into the 3rd book, regardless of what has to be thrown out to make room

not accurate again… I said you do not need to create a setting yourself, that is irrespective of whether you have rules to create one in the DMG.
