Really? I find that hard to believe. You've been here a long time, and E6 was a popular (for message board values of popular) 3e variant where PCs were capped at level 6, but kept getting feats or the equivalent every so-and-so many XP. I'm assuming E10 and E12 are similar with caps of 10 and 12 instead.
Nope, never heard of it. Only cap I recall was 20, with epic rules to get feats and such after that.

No. For the scions in Bigby's, they went with the "this is not my final form!" approach that they'd previously used for Auril in Rime (although each scion only has two forms, wheras Auril got three).

Also, while Fizban's gave creatures like the ancient dragon turtle some mythic actions, we've seen the 2025 ancient green dragon statblock, and it does not have mythic actions. In fact, it doesn't even have legendary actions! It appears they've gone with giving legendary creatures more reactions instead.

They know the most of players play lower levels. If they add "kaijus" it is because they hope these to sell merchandising. And for possible crossovers of some multimedia project. For example if they wanted a "D&D-Transformers or D&D-Power Rangers" crossovers, then they need those kaijus for epic battles.
Ryoko's Guide to the Yokai Realms has rules for 5e on how to fight Kaiju and scavenge their body parts for something useful. :)

Fizban's was the last book with legendary and mythic actions. The ancient time dragon in the planescape book had reactions instead of legendary actions, just as the ancient green dragon preview got rid of them too. I am pretty sure legendary actions and thus mythic actions are gone for the time being.
