My point was that WOTC would be able to publish anything that would not be publicly panned or criticized in under 15 pages.

Fans judge WOTC harder than 3PP. And for WOTC, it might not have been worth it.
It doesn't seem to me that WotC cares that much. They get criticized no matter what they do. I seriously doubt fear of criticism is keeping them from releasing monster making guidelines.

You may be right. I suspect they save their fear of criticism for other design choices.
 



I don't see a difference. They fear making design choices that affect profits because those choices are seen as cultural / social mistakes.
I don't see it as fear (I misspoke previously). I think they are responding to what they think people want. That is not fear, that is trying serving your customers.

If they are concerned about social blowback from their choices (including choosing not to change), and it seems clear to me that they are concerned, then it's fear.

I don't know. For you I expect it's respect for others. For a maximum-profit seeking corporation...the answer may be different, or at least more complex.

It's more about money.

Good Monster creation is 10-20 pages they don't want to spend on printing, playtesting, and commissioning art.
