D&D General Would a feat be right for the ability to cast/use scrolls? (Nevermind)

Say as a one use item?

I know the current rules...EDIT: Whoops, look like I'm not hip to current rules, apparently anyone can use scrolls now.

I thought that, but I cant find it anywhere.
Phb, p. 228 :
"If the spell is on your class's spell list, you can read the scroll and cast the spell using its normal casting time and without providing any Material components."

Dmg p. 305 :
" If the spell is on your spell list, you can read the scroll and cast its spell without Material components. Otherwise, the scroll is unintelligible."
 

Okay, Thats what I remember. Apparently I'm losing my mind and all credibility.

In my defense, however...this section can be misleading. I assume the intent is to say language is not a barrier to casting a scroll spell thats on your list...but it reads as anyone who has language can do it. DMG pg 216. (and the caveat is that "its description says otherwise" in the magic item section.
