D&D 5E Is there a spell to control a volcano so that it is permanently active?

Years ago, when my then-5yo asked me what's the worst kind of a villain, my response was "the kind that helps people out," and I stand by this definition. Your description here is a great example.of how and why that definition fits.

Well, the spellcaster who is casting the spell to make the volcano active knows that's a lie, so he's just gonna call a paladin to take that head off with a greatsword....

In a sense, all you need is a fire immune creature with a burrow speed at your beck and call. A Ruin Grinder from Strixhaven, for example, or certain dragons.

If the case is PCs I would just make a lost McGuffin of Volcano Activeness that require a bunch of rare material stuff to complete a ritual.

If it's for an NPC I would just make stuff up, no need to invent any spells. Imho.
 

I would go about it as;

Contact Other Plane - Who wants to keep a volcano open? Karakatal? You up for it?
Conjure Elemental - Hey, my dude! Uncle Karakatal said you're the... entity... for the job!
Wish - Properly worded, perhaps after visiting a sage with elemental planar knowledge, to seal the deal.

You then have permanently bound a willing elemental that will frolic in the newly renovated Phlogiston Baths and Spa! It may have some friends over, from time to time. Hope that's not an issue.

[May cause prolonged madness or the ire of extraplanar entities. Loss of rubies, rare incense, and material wealth is a known side effect. Please consult your cleric with any curse-related issues that may arise.]

One thing we can say is that there clear is a "fantasy precedent" to this - just think about Mount Doom in Mordor - it's definitely something some villains have done.

So many try to accomplish a task within a single high level casting, but many castings of low-mid level spells combined with geological knowledge (possibly divined through spells as well) might also get the job done.

If one can figure out the natural magma flows, redirection might be possible to produce a permanently active volcano.
