Werent Svirfneblin psionic abilities in 2e? - blur and nondetection are their standard powers iircI used to have psionic gnome with large heads and big eyes in my campaign.
I agree Elan and Maenads should just be rolled in to human with a psionics feat, theres nothing notable about them. Same as Xeph and Gith. Kalashtar and Synads at least have a bit more of the alien vibe about themelan and maenad offer little to the player that a human will not offer.
it needs something stranger and cooler for the iconic psionic pc option.

I'd frankly drop Synads well before Elan. They're doing similar things to Kalashtar but not as well, and its not like kalashtar are the most popular. Elan's "You used to be something else but you were re-created into an immortal form" has some good spookiness to it, but anything you can do with a Synad you can do with a Kalashtar
