D&D 5E (2014) Why doesn't Magic Stone get better?

Also, I'm about to hit 10th level. I'm switching up the cantrips. I'm probably thinking something like lightning lure and shocking grasp.

I recommend thorn whip over lightning lure. Thorn whip has more range (30ft) and doesn't have a save on the movement. Conversely Lightning lure can do more damage and has no size limit. I think in general thorn whip is superior unless you plan on fighting a lot of huge creatures with low strength.

if someone wastes an action at 17th level to possibly do 4d6+5 damage, DMs everywhere would be very happy.
I think that would be pretty reasonable, but in that case I would have it only affect one stone at a time that only you can attack with.
no need. you're 17th level, you can give your own mooks some action to do. Still mostly useless.
 




For flavor reasons Magic Stone is the absolute best cantrip to fit my Artificer's story.
But it does 1d6+attribute no matter what level you are.

Why?
My assumption is that the imagined role for the spell was it being taken (through Magic Initiate or a druid dip) by a Wisdom-centric twf ranger (or possibly monk) to use as a ranged attack.
Should this be house ruled as 1/2/3/4 by tier?
Sure, with a clause that it doesn't then work with multiple attacks (perhaps even an either-or-but-not-both cantrip).
 

Magic Stone as written is crazy strong. As noted, it can't scale, because you can get allies to throw it for you (or you can, with Extra Attack).

A level 6 artificer can have extra attack. They can now throw 2 pebbles, doing 2d6+int+int damage. This is scaling; if you had 2d6 damage pebbles, it would hyper-scale.

By level 11 they can cast Tiny Servant. Use one bonus action to make the pebbles before the fight. In combat, as a bonus action get the Tiny Servant to throw it, plus your action, for 3d6+int*3 damage (~25).

By level 15 you can cast 4th level Tiny Servant, creating 3 Servants. Before combat make 3 pebbles. In combat, as a bonus action have all 3 be thrown, for 3d6+int*3 damage as a bonus action (~25). Over 2 bonus actions you can repeat this in combat, doing ~13 damage per bonus action.

Said servants can also use your 10 charge spell storing item.

Not all Artificers get an extra attack at 6, however. But about half of them do.
