I like the suppressive fire rules from Dragonstar, but mad props must go to the Spycraft folks, as the system's built from the ground up for firearms. The burst settings, "cover me" etc. are great -- although I don't like their strafe and autofire, I actually prefer D20Modern's rules for that...

Dragonstar actually has this mechanic, almost exactly as you described. They treat the hardness of the material the round is passing through as the DR to the final shot -- you may want to use a proportional ratio if you really want to tweak it. This works and is fun -- first time bullets...
