    i think its in d20 mdern, and connected to the use of semiauto guns. you basicly fire of 2 rounds instead of one pr attack as long as you have atleast 2 rounds in the clip and have the feat. you take -2 on attack and +1 die on the damage. requirements are dex 13+ and point blank shot.
