The system is pliable enough to swallow up a few +2 or -2 modifiers being thrown around above or below the curve. Simply be generous with a +2 for appropriate, heroic, or well-described actions, and don't sweat the details or overworry.

Yes, I don't understand why stalker's suggestions only apply to PCs. If all you do is buff the PCs, it simply makes the fights easier. I would at least give monsters 1/4 of their level to damage. It also makes strikers' high damage less significant as levels get higher and everyone has the same...

Make it a solo encounter that's not level 6. When the dragon becomes bloodied, have it scream and roar in furious anger. If the party seems to be having an easy time of it, have minions or maybe even soldier-type allies come to its aid later in the initiative. "Master, no!"

A common, simple rule I've had success with is that all monsters have +2 to attacks rolls and -2 to defenses. Invisibly handled on the DMs side, so if you want a combat to be longer or slower you can change the numbers, too.
