what about a legitimate (at least on the surface :D) business. could be a market or a butcher...inside the shop are all sorts of doorways and secret rooms to the thieve's guild proper. proprietor of the business could be a conspirator or even the head of the guild.

i view metaplots this way too ...these are events that are happening and the pc's can get involved with various factions at some level (inter faction wars etc...). but i don't want a metaplot that makes the pc's feel as if they 'have' to get involved 'now' :D . i.e. no massive demon lord intent...

have them stumble upon situations that lead to adventure. the murdered tailor actually has a hole in his basement leading to a tunnel to the underdark (drow and duergar await). and/or have them serve morally suspect masters...the drunken prince or better yet the wife of the prince that wants...
