    I'm not using the old vestiges. I'm having four vestiges for each tier. When you bind a vestige you get attack powers: XXX, XXX, XXX, ect. up to your level. So it's no more powers than any of the other classes. Utility powers have vestige neutral.

    Yes, but with the warlock, you have to keep the same pact. The binder was great because of the ability to fill a different roll every day.

    Sure thing! Yes, the book would have both fluff and crunch; mostly fluff based crunch, but crunch none the less (specific feats, weapons, stuff like that). Also, I really like your five page outline. I may end up using that with some modifications (rolling plot hooks and NPCs together)...

    The power in question is actually quite balanced. It is made for a defender type and functions to protect allies. The damage is balanced to the fighter's combat challenge and the paladin's divine challenge, not typical at will powers. However, I think toning down the damage might be a good idea...
