Actually, it says target of an EFFECT. You can be a target of a power's effect without being the target of the power.

It's probably a copy/paste error. Immediate actions always have triggers. The ones that don't are likely meant to be standard actions.

The +2 damage is not an effect, it's a conditional bonus. Gaining THP from a hit is an effect, though, and therefore it happens last. So at the time you apply damage, you don't yet have any THPs.

Why not? They're not trying to hide the fact that The Crow was a major influence on the race, and the Crow obviously had an incredibly high Dex.

It didn't have to have anything to do with grouping Asian classes together. It could have been the opposite of that: coming up with new classes to show that "ki" doesn't have to be exclusively Asian in flavor. Missed opportunity.

Only +1, actually. I don't know if +4 to a stat is overpowered, but I do think it will have the unfortunate effect of greatly reducing the breadth of the race. I imagine that 99% of obitu that actually see play will be rogues or archery rangers, and that's rather boring.
