    O.k., Lets flip this on its head. If you have a party where everyone has rolled under average hit points, say they all have around 49% less, then monsters wold be significantly harder to defeat. Would you increase the Challenge of the monsters due to that?

    They already are on a dial; any monster can have anywhere between its minimum and maximum HP. This thing can have anything from 84 to 216 without having to alter its stat block.

    Personally, I think the humanoid/class templates are probably the most useful thing in the book - Although I could have lived without the specialist wizards, most of the others are so fundamental they have been sorely missed up to this point.

    If you wanted to go on Roman lines, theoretically a hundred but more often 60-80. But personally, I would use them for any Hobgoblin Officer type, including an experienced squad leader.

    TBH, its already possible to get round this by just sticking it in a bag of holding or similar. The custom scabbard is probably an over-investment.

    I would probably have it eat a number of spell slot levels per distance traveled. This would mean that the actual number/level of spell-casters on board would be significant, rather than just having the Eldritch Knight always do all the driving.
