The question marks and the "collect them all" on the box would certainly suggest that. It'll probably be a "one figure per blind bag" type of thing.

If it was a collection in one box I’d likely get it. But I’m burned out on buying sight unseen for random items (be it cards or minis or what not)
Nor do I want the added expense of buying them piecemeal on the aftermarket boards
Looks cute though for what it is meant to be!

How fun! I love those designs. My favorites are the beholder, xorn, and remorrhaz.

Makes me want to break out my sculpey and make some monsters.

This is known as the coupon collector's problem, and mercifully N is only 13. The expected number of minis to buy would be

13(1+1/2+1/3+1/4+1/5+1/6+1/7+1/8+1/9+1/10+1/11+1/12+1/13) =41.3

So you should budget for about 40 minis if you want a complete set. Much more efficient to trade, of course...
