First step might be to take the same tack Upper Krust did and break the levels down into their individual parts then total up how much they were worth. Then you build the races balancing them against the PC classes.

Honestly though I despise the idea of LA lumped on top because of the problem it causes. The characters aren't made equal to others of the same level they're made WORSE because they don't have the hp, BAB, AC, or saves to keep up in many cases. I'm rather firmly convinced that the values they settled on were inflated to try to encourage players not to deviate from the PHB races.

In many cases that's correct. They took a conservative rather than aggressive approach to setting LAs. And I can't say they were wrong to do so.
