So here's what you do: call them as the representative of EN World, a premier membership organization that is "considering" sending a delegation to the RPG Conference, and staying at Embassy Suites. Tell them you can promise (X) amount of reservations--this thread gives you a good idea of the interest--and ask them what kind of discount they're willing to offer if you reserve the block of rooms for the members of your organization.
They are making it harder for you to guarantee them a large amount of reservations. That is dumb on their part. If you present it to their Sales Manager (NOT the front desk/reservations staff) as I've written above, I'm willing to bet the reaction will be different.
p.s. You also won't have to make reservations 6 mo. in advance. That's just beyond surreal.
