Yes, that's how I understood it, but such an attack would be detectable by any 5$ firewall. If you get DDoS'd, you know it, because there's a huge increase in traffic. What I'm saying is that someone at those plants should have noticed the attack. Maybe the plant operator thinks it's an isolated incident; I don't know, maybe they'll reveal something like that in the next few episodes.
As for the insider:
I hadn't thought of her working for the contractor; at least that would be a bit different than the usual "insider-mole-working-for-the-terrorists" thing...
