I read up the part in PHB1 and it doesnt say you have to be bloodied ?

If the hit points gained from the second wind are more than the number of hit points below your maximum, you regain up to your maximum hit points.

SAGA was also the game I learned before 4E and we frequently made the mistake of making 4E PCs take OAs whenever they chose to second wind in a threatened square, though we didn't apply the half-hit-point-conditional use.I frequently made the "have to be bloodied to use Second Wind" mistake when I started playing.
For me, it may have been because the system I had previously played (Star Wars Saga Edition) required you to be at "one-half your maximum hit points or less" in order to use Second Wind.
