D&D 3E/3.5 (3.5) aw screw it, I'm playing a Ninja

Power Attacking as a Ninja isn't a bad idea, though I'm not entirely sure that a Ninja only gets Sudden Strike on one attack, even if he dual wields.

I'm fairly certain that Sudden Strike works like Sneak Attack except you don't get it when flanking.

Yup. It's a gimped sneak attack. I houseruled it to function even against concealment (assuming you hit the target at all), to give it some actual unique advantage over sneak attack. Per RAW, it's just SA w/o the flanking option.
