Can a Crusader in a grapple take a standard action to make a meelee attack that is a strike (like Foe Hammer) if she takes the -4 attack roll penalty?

Hmm. On reading further it seems I have to be able to move freely to initiate a maneuver or stance, and I don't think that applies while grappling. Ah well, good to know anyhow.

I think it does. The grapple limits you to attacking the grappler, gives a -4 on your attack roll, and limits the size weapon you can use. But otherwise, you are pretty much free to attack the grappling creature, I don't see a problem with using strike maneuvers against it. If you're pinned, then you definitely can't.
