D&D 3E/3.5 [3.5] Sleep and Deep Slumber vs. Calm Animals and Animal Trance

I noticed how in 3.5 they changed sleep to affect 4HD of creatures, and added deep slumber that affects 10HD. While I'm not sure if I like that change (for one thing it makes these spells unable to be maximized or empowered.) I also noticed that Animal Trance and Calm Animals still affect random amounts of HD. (2d6 for Animal Trance and 2d4 + caster level for Calm Animals.) Any ideas why they made the change to sleep and not across the board to all HD affecting spells?

Also, if I house rule changing back to 2d4 HD for sleep up to 4 HD creature, any suggestions on house ruling deep slumber? (how many HD, and what maximum, if any?)
