A wizard can still manage 3 spells in a round in 3.5 ... sort of. If the DM approves of a feat from the MM and a prestige class from the DMG, the wizard can fire off 2 spells and a spell-like ability ion a round.
An archmage can select spell-like ability as one of his high arcana. Then, he can select the quicken spell-like ability feat from the MM to quicken his spel-like ability. Combined with a spell cast in the standard fashion and a quickened spell, this creates three spells in a round (ok, 2 spells and one spell-like ability). The wizard will only have two or three of these quickened spell-like abilities available, but that is still enough for one per battle if you rest often.
Before anyone decides to mention it, there is a prohibition that prevents the use of multiple quickened spells in a round and a prohibition against multiple quickened spell-like abilities in a round. There is no prohibition on using one of each in a round.
This can, of course, also be combined with something that uses the move action of the round (like aiming an eyebite spell or moving a flaming sphere) to get four effects in action.
It is a far cry from the 3.0 haste days, but it is worth considering for a wizard.
