The blog entry you mentioned links to a preview article on the Artificer class, so everything has to be taken with a grain of salt. A quick look through the level 1 powers of the Artificer with the Online Compendium shows two powers which have an buff effect regardless of the attack roll:

  • Flameburst Armor
  • Thundering Armor

If you want to build an optimized Artificer, you should also have a look at the Character Optimization Board and the Artificer Handbook over at WotC's site.
 

Thundering Armor is, in fact, an excellent Artificer secondary at will--useful for the automatic defense buff, the push, that it's a burst attack (so ignores concealment), that it can go around corners -- all reasons that (unlike pretty much every other Artificer at-will) it's useful at times when Magic Weapon isn't.

I'd look at the Artificer Handbook for tips; Artificers are cool, but very much based around Magic Weapon (nearly as good for Artificers as Twin Strike is for rangers!) and they have to make some hard choices regarding weapons/implements.
