Based on the vampire spawn minions, no, probably not. We just don't know what a normal hit for a 6th level character or a 21st level character can do in one at-will attack.

re: Recharge
Recharge is basically the 4E equivalent to "You can use this ability once every X rounds". Look at it from that point of view and it shouldn't offend your senses.

I think that the vampire spaw HP is an error and a minion does die with a hit (or maybe a hit that deals x damage).

That would be pointless, as it also has regeneration. The vampire spawn hp is probably quite correct.

What is strange is that according to the rules there is no way to break the effect of the kiss. That means that when the Succubus manages to kiss all the PCs the fight is over as they can't attack her anymore but they still have their free wills....
Its probably meant that you can save against it every round and it was omitted.

1. You can only have one victim kissed at a time. Kissing all the PCs is useless.
2. It states the succy has to kiss a victim once a day to sustain the effect. In all likelyhood there is a universal rule that states Charm effects wear off after a day.


It would perhaps be a good thing if you read more carefully and didn't condemn 4e so quickly. No save was omitted because it isn't needed.
 

Succubus! -Happy Dance!-

Hmmm... yup, the Succubus' powers seem a little weird but it could be interesting. Particularly if Dominate allows you to inflict the PC's own dailies against them. :D It gives me some most evil ideas, though...

Succubus: *Dominates rogue while standing next to the Kissed Wizard* "Stab me, please!"
Wizard: *takes the sneak attack for the Succubus* AAARGH!

Of course, that begs the question, is a dominated character the Succubus' ally?
 

Most interesting thing to me?

Sucubus fire resistance 20

War Devil fire resistance 30

Seems like the era of ten thousand immunities is over.

And that name on the war devil stinks. The naming conventions of 4th ed continue to blow chunks. Next we'll have sword devils, mace devils and to feed them all, the evil cook devil.

Well, that trend started in 3.5E - Ice Devil, Chain Devil, Bone Devil... and so on. But the War Devil is still a Malebranche, so I'm happy.
