Was thinking of a trait where it could sense opponents that had resistance or immunity to fire within 60 feet. Notsure whether should be a trait, action or bonus action

If you want to take that route, I'd be more inclined to have it be able to produce some kind of special fire that ignores or reduces fire resistance/immunity, like the Hellfire of some fiends.

I'm already including one such attack in my rough draft. Its "Burning Gaze" which counts as both psychic and fire damage (so only creatures immune to both are immune to it, if they're immune to one type of damage and not the other they only get resistance to the damage).

Is funny how, despite how many monsters have been published, how many holes there are and how often I resort to making monsters. Currently need an efreet noble as a wish-grafter and mcguffin. Also a dao noble for mastery over turning rock into gold into other mineral, so keen to make a dao noble analogous to whatever the efreet noble turns out as as well.

Well Dao Nobles are roughly as powerful as Efreet Nobles, so will likely be the same CR or pretty close to it.

Oh, as for the Noble's Wish Granting, can't we can repurpose the wording set out in the Monster Manual under Variant Genie powers?

Wishes. The genie power to grant wishes is legendary among mortals. Only the most potent genies, such as those among the nobility, can do so. A particular genie that has this power can grant one to three wishes to a creature that isn't a genie. Once a genie has granted its limit of wishes, it can't grant wishes again for some amount of time (usually 1 year), and cosmic law dictates that the same genie can expend its limit of wishes on a specific creature only once in that creature's existence.
 To be granted a wish, a creature within 60 feet of the genie states a desired effect to it. The genie can then cast the wish spell on the creature's behalf to bring about the effect. Depending on the genie's nature, the genie might try to pervert the intent of the wish by exploiting the wish's poor wording. The perversion of the wording is usually crafted to be to the genie's benefit.

So, that would be something like:

Wish Granting (or Grant Wishes?). The efreeti noble can grant three wishes to a creature that isn't a genie. Once a genie has granted its limit of wishes, it can't grant wishes again for 1 year), and cosmic law dictates that the same genie can expend its limit of wishes on a specific creature only once in that creature's existence.​

Note that the original AD&D Efreeti Nobles could grant wishes to Prime Material Plane creatures three times per day, while the original 1E Pasha of the Efreet could grant wishes at-will. That's quite a bit better than three times a year!

Now does the 5E Monster Manual wording mean a noble genie must give its "limit of wishes" to the same creature and cannot split them up? As written, it suggest the genie can't grant three creatures a wish apiece, or one creature a single wish and a second a pair of wishes.

The 2E AD&D Efreeti Noble is able to grant wishes as it likes, since its Combat entry says it can perform "spell-like functions three times per day: grant wishes to creatures from the Prime Material Plane."

How about:
