There are three entities inside the flame; only one of which could be charitably described as "imprisoned" (the other two having sacrificed themselves to imprison the other), only two of which are only sort of outsiders (though both the overlord and the couatl exist in a bit of a liminal state, having been born in Eberron but from Khyber and Siberys), and none of which are having their powers siphoned or drained in any way; the Silver Flame itself predates the binding of Bel Shalor by millenia (at least) and provides plenty of divine power all on its own.

Typical justifications from a Silver Flame worshipper! I expect nothing less from an imperialistic colonizer which overthrows lawful governments in favor of their religious dictatorship!
