Past a certain level, this is the only thing that players are truly afraid of. It's one of the few penalties that they can't just magick away.

It actually offers some potential adventures options which is good for players and DMs. Meanwhile Star only offers to min/maxers and is boring

That's not true on both counts. There are other reasons than mix maxing where increasing your major stat would be important AND it's not boring to everyone.
