D&D 5E 5t ed game threads question

A new person to EnWorld has had brought to his attention the possibility of a living world. I do not know if this is what he is looking for and I can't seem to find any game threads on this so does someone know what I am looking for and can leave a link here on this thread?

"Living World" means two different things to me in the context of D&D:

1) RPGA era organized play like 'Living Greyhawk' or LFR. Defunct, replaced by AL which doesn't, AFAIK, use the concept.

2) A DMing technique for coping with inherent class imbalance and attrition-model rules design by running a campaign with a highly-varied, unpredictable, scope and pacing. Some days you have one fight, some days 10, if you rest 'early,' enemies take advantage of your inaction. Those kinds of things.
