You are correct there is not a statement that says that Iaijutsu focus does not require an action to use as there is no statement that says that Iaijutsu focus requires an action. But the skill states if you attack flat-footed opponent you can deal extra damage based on the result of an Iaijutsu focus check. Making an attack is clearly the trigger of use of the skill not an Iaijutsu focus action. It is clear to me that you use the skill by making an attack and then making a check (or use Iaijutsu duel as spell out in the rules). Nothing states that this check requires an action but the skill states that one is entitealed to it when making an attack against a flat-footed opponent and one can clearly do so when limited to one standard action a round. If Iaijutsu focus required an action you would have to make something up for the type of action since is say nothing about that subject. There is however a type of skill that are included as part of an action. Since the trigger for the skill is an attack and there is no additional action required by the text I think it is much more reasonable to assume that use of the skill is part of the attack rather than having to make up something to cover the type of aditional action that is required. To say that both options are equally supported by the text is in my opinion incorrect but in your game you can run it however you want.Black Omega said:This is quite possible. There's no information to contradict it or support it, so it's pretty much up to the GM.
