I've been DYING for a blind swordsman PrC. It's been done a few times in cinema, most notably Zatoichi, the Blind Swordsman. Rutger Hauer played one in Blind Fury, and then there was one of the demons in Ninja Scroll (that sword fight rocked!).
Similarly, a blind monk (blind martial artist) is easy enough to do.
A blind psion would work quite well, and of course, there's a tradition there, too. You could rule that if the psion uses Feel Light or Hear Light, then he can approximate sight.
Similar to the psion, a blind cleric could work well. A blind wizard or sorcerer is do-able, but trickier.
I guess a blind bard would still be effective in many ways. But a blind rogue? I'm not sure how you'd pull that off.
Blind paladin, ranger, or barbarian? None of those especially "pop" for me. Although you could rip off Montolio, Drizz't's blind ranger mentor. His owl/bow trick was pretty cool.
As DM, I'd absolutely grant Blindsight as a free ability (the character's losing a lot by being blind!). Creation of a new skill, Scent, has been brought up on the boards before, and it's a good idea for a character like this. Grant Listen and Scent as class skills.
But for more specific advice, you need to be more specific about which classes (and races?) appeal to you.
