A couple of questions regarding two psionic powers

I've got a couple of rules questions for you folks. I've been considering a psychic warrior character over in Living EnWorld, should one of my current characters get themselves perished.

1. Can a Psychic warrior character with the Claws of the Beast power take the Improved Natural Attack (Claws) feat? (Which he would only be able to use when he has Claws manifested, or when he happens to have a claw attack).

2. Can a Psychic warrior character with the Claws of the Beast power and the Bite of the Wolf power take the Multiattack feat? If so, would this feat only work when he had both his Claws of the Beast power and his Bite of the Wolf power manifested?

Only if the DM allows an 'instantaneous level-up' which would allow you to cast claws of the beast, then level up, and then have the power duration expire. This is a really bad houserule, though, because it creates a world of abuse (particularly with respect to skill points). So, the RAW answer is No.

No. Same reasoning as above.

So if I've got a fighter with a natural strength of 10, and he puts on a belt of giant strength +4, you don't think he's eligible for the power attack feat?
 

No, he is - but that's because it's possible to wear the belt 24 / 7, and therefore can be assumed to be on and active throughout the entire "leveling process." It's possible for magic items to provide prereqs.

What's not ever called out is that spells can help provide prereqs.

For reference, Claws of the Beast lasts for 1 hour per manifester level, and Bite of the wolf lasts either 1 minute per level or 10 minutes per level.

So how long does something need to be in effect before it qualifies? Where is it called out that magic items can provide pre-reqs?

What if he was permanently Polymorphed (via Polymorph Any Object) into a creature with a 'Claw' natural attack.

It depends on the DM, quite honestly, as it's not specified anywhere. If you prefer the CRPG-style, then it works. I do not. I also disallow qualifying from items because I don't want to try to track when a character walks through an AMF, takes it off to shower, etc. I view levelling up as the whole adventuring path from the previous level to the new level and not an overnight thing. That's my take on it, though, so YMMV.

I don't prefer CRPG-style, but neither do I think that using an item to qualify for a feat is CRPG-style.

What purpose did that comment serve?

I think (but could be wrong) that he is referring to CRPGs for the computer's automatic ability to keep track of when the player loses the prerequisite, whereas he expressed that he wouldn't like to deal with worrying about that himself.

Ah, thanks Rystil, I wasn't seeing any reason for it other than being mean-spirited, which seemed a bit out of character for Infiniti. :D
