A few item creation questions.

Could I have commissioned a Wand of Divine Favor, at caster level 18?

Would it cost 13,500gp market value?

Would it cast Divine Favor at cl 18 regardless of who used it (i.e. cleric vs. paladin)?

Yes. Assuming that your DM concedes that there is an 18th-level cleric with the Craft Wand feat who is willing to do so.

Short version: Yes.

Long version: Let's take a look at a +5 weapon. A +5 weapon costs 50,000 gp, has unlimited uses, and can be used by anybody. A wand of Divine Favor, however, at 18th level, costs 13,500 gp, has 50 uses, and can only be used by a Cleric or Paladin or someone with enough ranks in Use Magic Device to beat a DC 25. Not only that, but a wand of Divine Favor at 18th level can't be used in an area of Silence (as it requires a command word), and becomes useless in an antimagic field (whereas a +5 weapon remains a masterwork weapon). Of course, a wand of Divine Favor at 18th level stacks with a +5 weapon, but considering the limits, I think it's reasonable.
