C&C deals with it thus: "A human-sized character should not be able to pack more than two Large Pouches and one Small Pouch on their belt with a Large Belt Pouch being equivalent to one Scabbard, one Quiver, two Small Pouches, or one Spell Component Pouch."

Precisely. Among the first things I thought when it was first pointed out in this thread that swords come with scabbards was of Excalibur.

4e needs magic effects for containers beyond the handful of pre-packaged special containers (bags of holding, Heward's Haversack, Quiver of Ehlonna).

That's a trick question. You don't need a masterwork quiver to make a quiver of what's-her-face. Just as you don't need a masterwork piece of paper to make a scroll, or a masterwork broom to make a flying broom.
