I don't see a list of Tactics nor a list of Tactical Gambits. Am I overlooking them or are they somewhere else or ...?

now I am looking around for a cleaned up write up of those. I think I have seen them used in OGLized form to build a Mulan Character

The fundamental problem with redoing the fighter is ou can only put around 1/3rd of warlord stuff onto the fighter without breaking it so you basically need to design a new class.

Problem number 2 is some things people think is key to the class do not function well in a 5E environment. At will attack granting being a big one. Lot of Warlord fans expect exact conversion from 4E where fans of other editions seem a bit more lenient as 5E fighters and wizards for example don't function like previous editions ones 100% either.

You're never going to convince hardcores who hate martial healing to put it into the game so just ignore them but the healing rate has to be more in line with 5E versions than using 4E healing surges so if a warlords healing functions more like a non magical cure spell so be it. They should not be as good at healing as clerics but that was true in 4E as well.

Its a martial class so giving it two attacks is fine, and I would use the half caster thing for an example of its kewl abilities and the basic stuff of the class can be built into what the class gets. Using the War Cleric for inspiration might not be the worst idea in the world or mixing up the Pladin and Battlemaster fighter for ideas/general power level guideline.

Some thing s ust don't work that well as an exact conversion or each conversion obsoletes the existing classes or is otherwise to powerful.

A lot of people who are fond of the warlords versatility very much do seem to agree on that

Agreed I would say they were functional at it but had other abilities that were focus.

This design Mearles did is not bad and I think evokes a subset of the Warlord. (but I also like hybriding the Warlord and Fighter in 4e terms which may be closer to a 1/3 split),

In effect trading an at-will for an at-will should not be too powerful. But only if the target cannot use short rest and long rest resources on the attack so granted.

The variant fighter has some interesting mechanics in it,allowing some climactic boosts I like and they do have a tactician

Just a thought.
?
Could a fighter sacrifice one of his multi-attacks (spending the time scanning for openings with a skill check on a failure you get no benefit but on a success you can have use the next attack you have as though you spent a superiority die)

Did not realize how long ago this idea came to mind

and the balance though only intuitive at that point actually seems to work @doctorbadwolf
