D&D 3E/3.5 A question for 3.5 rules

First off, sorry if this has already been covered.

Here's my question. If a character is wearing a +4 Helm of Intelligence, does he get extra skill points once he levels up?
As per the Spell Fox's Cunning, he does not, but the magical item does not state one way or the other. Although the magic item requires Fox's cunning to create. I looked thru the dmg at "enhancement" bonus and it didn't help,so I come to you guys.

Let me also add to this, spell slots for casters. Do those increase as well?
According to the 2nd level spells that increase stats, they do not, but the magic items do not specifically state one way or the other

I presume you are talking about the Headband of Intellect. Sorry, but it doesn't add skill points (from the DMG):
This enhancement bonus does not earn the wearer extra skill points when a new level is attained; use the unenhanced Intelligence bonus to determine skill points.

For spell slots, there is some argument. See this thread. I, personally, believe that the headband gives you extra spell slots and DC.
 

Agree with Radmod. I don't mind the item giving skill points as a houserule, as long as you've been wearing it for most of the previous level, either.
 


What part of "most" of the previous level did you misinterpret?

And why would you take it off to sleep? It's just a headband, it's not like it's a helm of telepathy... I guess with Endurance, sleeping with a helmet on is possible, though.
 


From 5000 xp to 5500 xp, didn't have it on. From 5500 xp to 8000 xp, had it on.

This doesn't correlate to SotS's point at all.

XP are awarded following encounters not following "time" or time between encounters.

pg 197 of the DMG

"Research and training aren't a part of the standard rules. They're assumed to going on in the background."

That is between encounters (where xp are awarded).

I believe this is the part of the rules that is being relied on for SotS' comment.
