A question on grappling

We had a bit of a disagreement at todays game regarding size bonuses while grappling. A mimic was attempting to grapple a gnome. The mimic has a grapple bonus of +13. I said it would be +17 because the gnome is small and that the gnome takes a -4 to his grapple because the mimic was large and not medium sized. My player said that the gnome should have -4 but the mimic shouldnt get the +4 bonus for being two sizes bigger than the gnome.

Who's right? Thanks in advance.

Your player is right. It's a -4 penalty to the gnome. The mimic's grapple bonus already incorporates its size modifier, if any. Don't double-dip size modifiers!
 

Chances are the mimic's grapple modifier already includes its large size. Similarly, the gnome's grapple mod should include its penalty for being small. There's no extra modifiers.
