Unfortunately, the city of Shade has fallen as of the novels, most of it's princes slain, and since those novels in particular are likely going to be canon (since they introduced the plot twist in the first place, and that ended up being in the FRCS), that knocks Shade off the list entirely.

Hopefully they won't incorporate that entirely, as I really like the concept/idea of Shade.

Now, I can tweak the formula by increasing the effects of intelligence, military might, political will, etc., simply by adding a bigger multiplier:

Right now, I am using a multiplier of 2 to 12.
But it could just as easily be 2 to 24. Or 2 to 36. Or 2 to 48.
The question is ... just how big a factor should intelligence, magical might, military might, political will, etc. be?

In other words, how much difference does intelligence make?

The phaerimm have an intelligence of 25.
Humans have an intelligence of 11.

By my formula above, the intelligence factor of the phaerimm gives them only a little more than twice the PL of a human nation.
There are some that argue that intelligence makes little difference, though.
Others would argue the phaerimm should have ten times the PL for such intelligence against humans.

How much of a difference does strong leadership make?
A few would argue it's very moderate.
Some would argue strong leadership makes or breaks a nation.
So, my 2 to 12 formula could well be a mere 2 to 6, or perhaps, a 2 to 100.

Military Might is more measurable. I'd leave that at 2 to 12.
Magical Might is also more of a given, and I'd also leave that at 2 to 12.
Political Will is a measurement of the will of the government (or, the unwillingness of the government) to act. 2 to 12 seems to fit ... but does it?

CR seems to me to be more appropriate as a direct modifier.
Beings with a higher CR tend to be that much tougher to kill, and they tend to have special abilities that increase with CR.
So, I made the CR into a direct multiplier (adding 1 so that all CRs would factor into the equation. 1 x something always equals that something.)
 

politics should be broken into political: cohesion and political:influence

cohesion being how well the society meshes together as a nation. for example, cormyr would get 5 while the silver marches would get 2 because they are essentially still following a person, not a national ideal.

influence would be how you have been using political
 


essentially the international influence of a nation. for example, cormyr was able to lead a coalition against the horde which would indicate a high level of influence. waterdeep also has a high amount of international influence as would thay and the zhentarim. aglarond would have low international influence as would mulhorand and halruaa.
