This might be too powerful for an at-will; certainly you'd want to greatly reduce the damage and maybe also the range. Maybe still too much. But it certainly would be cool! I love the image of the whip of fire lashing out and leaving a blaze behind.

Cinder Whip Sorcerer Attack 1
You lash out your enemies with a whip of flames.
At-Will ◊ Arcane, Fire
Standard Action Close wall 4
Target: Each creature in wall
Attack: Charisma vs. Reflex
Hit: 1d6 + Charisma fire damage.
Increase damage to 2d6 + Charisma at 21st level.
...or, using your other suggestion;
Cinder Whip Sorcerer Attack 1
You lash out your enemies with a whip of flames, dragging them towards you
At-Will ◊ Arcane, Fire
Standard Action Ranged 10
Target: One or two adjacent creatures
Attack: Charisma vs. Reflex
Hit: 1d6 + Charisma fire damage, and you may pull each target up to your Charisma modifier squares.
Increase damage to 2d6 + Charisma at 21st level.
