A Sorcerer for Fourth (Arcane Controller, levels 1-3)

Cinder whip could attack two, even three adjacent targets maybe? He is a controller and could stand to have two multiple target at-wills.

Nice stuff. Very well done.

My one note is that Spear of Force should have the Force keyword and not the Psychic keyword, since it deals force damage and doesn't deal Psychic damage.

Well spotted; it was originally Spear of Willpower, but I thought that stepped onto the psion's toes a little bit.
 

A slightly more crazy idea for Cinder Whip: make it a wall spell. Basically a line of fire originating in a square adjacent to the caster, up to range, until end (or start?) of caster's next turn. (I'm not sure how you'd word the rules for that, I don't know if there are any other wall spells that have to start at the caster?)

This might be too powerful for an at-will; certainly you'd want to greatly reduce the damage and maybe also the range. Maybe still too much. But it certainly would be cool! I love the image of the whip of fire lashing out and leaving a blaze behind.

Something like this?

Cinder Whip Sorcerer Attack 1
You lash out your enemies with a whip of flames.
At-Will ◊ Arcane, Fire
Standard Action Close wall 4
Target: Each creature in wall
Attack: Charisma vs. Reflex
Hit: 1d6 + Charisma fire damage.
Increase damage to 2d6 + Charisma at 21st level.

...or, using your other suggestion;

Cinder Whip Sorcerer Attack 1
You lash out your enemies with a whip of flames, dragging them towards you
At-Will ◊ Arcane, Fire
Standard Action Ranged 10
Target: One or two adjacent creatures
Attack: Charisma vs. Reflex
Hit: 1d6 + Charisma fire damage, and you may pull each target up to your Charisma modifier squares.
Increase damage to 2d6 + Charisma at 21st level.
