Yeah, I use the Eberron model, too. I have not yet given any NPCs that feat.

Absolutely. The OP asked what happens in our games; I take any answer therefore to automatically mean "In my game....." whether the poster writes it or not. I absolutely meant in my game.
 





I don't use them, but if I would, I'd limit them to special NPTs, and then only give out a fraction of what a PC of that level would get. Otherwise, I'd be tempted to let the NPT use all of his action points (you're usually supposed to use over the course of a whole chapter) in his one fight. Could get nasty.

Indeed, certain NPCs need that feat to make sense. Without it there would be no NPC Extreme Explorers (or pretty pathetic ones).
