Not all pulp requires giant robots or mad scientists. While it is pulp in some sense, it's the over sensationalized side of pulp that ends up as Supers set in 1930's instead of good seedy pulp stories.

IMHO, Pulp is all about dark anti-heroes, street justice, vigilanteism, hot broads, risque night clubs, strange and unique murders (see CSI for tons of that), vigilanteism, lots of firepower, romance that nearly gets the hero killed, romance that usually involves the hero's love interest being no better than the villains the hero is facing, vigilanteism.

Did I mention vigilantes and street justice? I didn't think so. :)

Actually, that's more film noir (and the film-noir inspired pulp paperbacks of the 40s and 50s)--part of the whole post-war movement--rather than the pulps of the thirties.

If that's your cuppa, I'd recommend Green Ronin's NOIR supplement for Mutants & Masterminds--the stuff I'm working on isn't really up your alley, whether I went with your preferred marketing plan or mine.
 

Edit: Never mind. I had a long, point-for-point response to jezster6's "I'm not annoyed" post...but it's probably better that I just walk away from this one.

Lots and lots of tesla coils, jacob ladders, miniaturization, and gigantism, although those last two topics admittantly fall into the atomic horror era.
 


Quick question: The Thin Man - Nick and Nora Charles and their dog Asta - are they considered Pulp, Noir or something else?

I think you could classify it a "Who-done-it". It is a Dashiell Hammett story and it might be considered a proto-noir story. Noir is considered to have started after WWII and the Thin Man was created in the 30's.
