Here are a few I can come up with.

Symbol of Dinivity, Crusader's Weapon, Star of Corellon let you use an additional channel divinity during an encounter, once per day. Star of Corellon can instead let you use healing word one additional time.

Reverd One epic destiny lets you use each channel divinity once per encounter. Load up on CD feats and that's a lot of encounter powers from immediate interrupts to free actions.

Fey Trickster gives you mage hand and prestidigitation as encounter powers.

Arcane Mastery, Student of the Athanaeum, Primal Resurgence work in different ways but essentially let you regain a daily power you have used.

As mentioned numerous multiclass feats give encounter (or in some cases daily) powers.

The Bard multi-classing allows for much grabbing of extra class powers with just about every multi-class feat taken. (PHB2)

Add Medic's Weapon to the list of items that let you get an additional use of a Channel Divinity power (Adventurer's Vault) (I understand that you may not consider this an "additional" power, per se; but since each class that has Channel Divinity has at least two ways to use it in an encounter but can only use it once, I see this as a way to use it both ways, thereby essentially giving an extra power.)

(And of course there are several ways to recover uses of expended powers through things like Paragon Path action point features (ex: Student of the Seven), but I suspect its not quantity of use but of choice that you are asking about.)

There is no way to get more additional powers than this. It can be amazing how many new encounter/daily powers you can pick up this way.
