Adjustment to Approving Books

Minor change.

Unlike normal rules changes, Judges who propose approving content from Eberron books may vote on their proposals.

This is since their material is not self-created.

i vote yes on this one. With so few judges this will really help get books approved faster and there is less bias than there is towards your own creation.
