This feat is weak. It has no effective value at all until you have your second feat (L1 for humans, L3 for everyone else), and even then, you are specialising to a ridiculous degree in initiative, when there are so many other things that need doing. Requiring this feat to be taken at 1st level is just too expensive. It's competing with a lot of feats which are actually worthwhile.

I'd sooner just let players take Improved Initiative multiple times, possibly with a token minimum Dex requirement for each additional time the feat is taken.

I have to agree with Ashtagon. Also, that's a pretty high Dex requirement. Only allowing characters that already have a high Dex take it is going to very quickly, and IMO unfairly, increase the divide between players with high and low dex.

I also agree with Ashtagon that it's superfluous. He has a good idea in just letting players take Improved Initiative multiple times if you feel there's a need for this in your game. Also, limit it like Ashtagon said with a token Dex requirement (like 12). Or, you could also restrict it to only taking the Feat no more than once per level (so nobody doubles up at 1st level) and have an increasing Dex requirement. For example: 1st time you take the feat, no Dex requirement; 2nd time, minimum Dex of 12; 3rd time, minimum Dex of 13; 4th time, minimum Dex of 14; etc.

This way a character doesn't get a huge jump in initiative right out of the gate, but has to "build it up" through training.
