Alcohol consumption effects

I can't find a chart in the PHB or the DMG which explains what effect alcohol has on characters. Is there still a chart that describes this in 3.5?

Alcohol isn't really in the core 3e rules. I think you might find some tables for it in the Book of Vile Darkness, which was apparently deemed the only appropriate place for wizards to publish such rules.

You can find some rules online, though. Some poking around on google found, eventually, these two posts:

• One fairly in depth set of rules posted by morrus about three years ago, on this very site.
• A little essay/game mechanic on the official WotC forums on drinking rules.

I feel like I've seen more online somewhere, but can't find it now.

Just look into the Arms and Equipment Guide (3.25). There are rules for intoxication due to alcohol. (Page 15 or so IIRC).

Cityscape also has information on getting drunk. This is a WotC publication.
1 drink = a tankard of ale, a glass of wine, or a shot of hard stuff

A PC can drink a number of drinks = to 1/2 his Con score per hr. The effects of the drink wears off in 1 hr.
For each drink a PC consumes beyond their limit, they must make a Con check (not Fort) DC 15 + X, where X is the number of drinks over their limit. Each failed check imposes a cumulative -1 penalty to Dex and Wis (does not actually reduce those scores) and a -1 penalty on Con checks to avoid getting drunk (this does not the actual con score nor HP). A character passes out when the penalty on Con checks equals their Con score. They remain unconscious for 2d4 hrs and is fatigued when awaken. At that time all penalties end.

Everybody and their brother has a their own system for dealing with alcohol. You can also try Beyond Monks (by Chainmail Bikini Games) and, IIRC, A Portable Hole Full of Beer, (by Dread Gazebo Productions).

1E DMG had great but arcane rules for drinking.

Here's all you need to remember:

1 tequila
2 tequila
3 tequila
Floor

You could use the DMG rules for poisons, since, technically speaking...

Which would also make dwarves by and large the toughest drinkers of the PC races, which would be fitting.

[Edit- And I note now, looking at the Drink like a Dwarf article, that that is exactly what others seem to be using. Should've checked those out first.]
