Don't worry about fixing Star Trek's technology. The technology isn't the problem, it's that the writer's usually cannot be bothered to remember what their tech can and cannot do. Also, the tech isn't going to substantially change normal human drama. People still fall in and out of love, murder and rescue each other, etc etc. The way and manner in which they do it is where the tech comes in.
If the starship-level tech is daunting, write stories set on some of those colony planets where the Federation drops off a couple hundred people on a barren chunk of rock to mine for rare earths, and a supply ship shows up maybe twice a year.
I'd think writing a series of alt-tech Star Trek stories where you severely dumb down the tech is also not going to win you many readers. Most fan-fic readers are going to want to be comfortable in the ST universe - that's why they're reading fan-fic, after all, and not the latest Bujold or something.
