Almost all of them, save the Talon Shipmasters (who is a relic from his Father's reign).

However, the Talons are not appointed without input from the council - and they have been (mostly) defending their city without input from the king for some time.

So is it both of them? Or did Tain somehow appoint her too?

Sorry - DM oversight. Her, too. Most of their contemporaries retired after Tain's father's death.

She should have been in the Tower, but if she's involved, she's obviously not there. If she is involved, and is unaware that you have deduced her part in it, she'll be wherever AB is, reestablishing command and control.
