The Senior Partners might be unhappy with the way Angel is running things, so they send some operatives from the another branch to take control of him.

I wouldn't think that the Senior Partners would have any cause to expect Angel to act any differently than he has. If it is a branch of W&H, it would be part of a pre-planned scheme from before Angel took over. That said, I don't think it is W&H.

BTW, I think W&H's reason to give Angel this office to work with is just to do some thinning of the herd. The slow and stupid evil guys get whacked, while the smart ones get to take more of the Evil Pie.

I have been watching the TNT afternoon shows and W&H killed a guy that was looking to jump ship to another firm. Makes you wonder how many powers-that-be there are in the Buffyverse and if they are fighting for control for their end-of-the-world story.
